This item is an unofficial British Empire Flag (specifically the 1910 design variant) that became highly popular during the interwar period. It was prominently featured as a souvenir item for patriotic events like Empire Day and the famous 1924–1925 British Empire Exhibition at Wembley.

Note: even though the stick/pole that the flag is attached to looks old, the flag seems to have attached to the stick later and not during the exhibition since the flag is nailed to the stick incorrectly unless someone made a mistake at the time.
