Richard Rush
Richard Rush (1780–1859) was one of the early Republic’s most capable administrators and diplomats. A son of Founding Father Benjamin Rush, he rose quickly in federal service, becoming U.S. Attorney General and later acting Secretary of State. As Secretary of the Treasury (1825–1829) under John Quincy Adams, Rush helped standardize federal accounting, refine revenue procedures, and guide tariff administration during a period of expanding national trade. His diplomatic work was equally influential—he negotiated the 1818 convention with Great Britain and secured the Smithsonian bequest. Rush’s career reflects the disciplined growth of American finance and diplomacy in its formative decades.
