Based on collector references, U.S. B.I.A. paper seal padlocks are associated with the United States Bureau of Industrial Alcohol, a Treasury Department agency active during the Prohibition era. These specialized locks were designed to secure government-controlled property while protecting a paper inspection or revenue seal within the hinged front compartment. This example retains its original hinged paper seal compartment, which opens and closes properly, allowing the internal seal chamber to be viewed.
The lock is clearly marked \"U.S. B.I.A.\" on the front and \"SLAYMAKER LANC. PA.\" on the shackle. The original matching key is numbered 1536, matching the lock.
The lock opens, closes, and locks properly with the included key. It retains an attractive original brass patina with honest age and service wear consistent with its age. There is an old V-shaped notch on the shackle consistent with an apparent attempted cut or removal during its working life. The notch does not prevent normal operation of the lock.
