Harvard was a genuine New York restraint manufacturer whose cuffs and leg irons saw service through the first half of the 20th century, including US Navy contract work during WWII.These are the classic swing-through ratchet pattern — the design that became the industry standard after George Carney's 1912 patent for a lightweight adjustable swinging-bow ratchet handcuff, which the Peerless Handcuff Company acquired and which most other American makers copied once the patent lapsed. The serrated bow tails swing fully through the lock cases and ratchet to multiple positions for wrist sizing. Plain shield-form lock cases, single keyhole per cuff, chain-and-swivel connection.MECHANISM WORKING — NO KEY: Both ratchets have been tested. The bows swing freely and the serrated teeth click positively and hold under load on both cuffs. However, NO KEY is included, and these are single-lock cuffs requiring the correct barrel-type key to release. They ship in the OPEN position — do not ratchet them closed unless you own a key that fits, as they cannot be released without one.
