1962 Hon. Otto Kerner (IL) Governors' Conference Decorative Charger For Sale

Vintage 1962 Hon. Otto Kerner (IL) Governors' Conference Hershey, PA Decorative Charger Round. Item measures approximately 14 7/8". Unfortunately, I don't know much about it; I have not seen another one like it. I'm not 100% sure which metal it is: Pewter? Aluminum? It's lightweight.
