(82 Cotton Exchange / 130 Cotton Exchange Buildings, Old Hall Street, Liverpool) featuring a typed affidavit sworn by firm partner Robert Peter Williams regarding weight loss arbitration appeals on commercial cargo shipments.Key Historic & Philatelic Details:Consular Stamp: Features an original $2.00 American Consular Service Fee Stamp (Service No. 2533). The stamp features beautifully preserved, crisp perforations on all sides and is meticulously tied to the page by a historic purple ink handstamp cancellation from the Liverpool Consulate office.The Seal & Ribbon: Retains its magnificent, vibrant spiked blue paper United States Consulate seal embossed with the American bald eagle. The original woven green silk ribbon remains threaded through the top margin and trapped cleanly under the seal—an anti-tamper security measure common to high-level diplomatic papers of the era.Signatures: Officially countersigned at the bottom by J.
