This is an original 1905 “Victory Commemoration Scroll” (戦捷記念掛軸) issued at the end of the Russo-Japanese War (1904–1905).

3. Commendation for War Service (勲功者人勲語)

A statement praising the efforts and loyalty of soldiers and citizens.

At the bottom is the publisher’s credit:
