Independently authenticated by PSA/DNA and including their letter of August 27, 2026. You can see the image of this as AT05576 on their website at PSAcard.com/cert/. Excellent minus condition overall. Bold ink signature of President Theodore Roosevelt. Navy Department seal is in good shape. Age toning and some traces around the edge of its being matted for framing. Measures approximately 15 3/4”x 21”. Postage is the exact amount calculated by based upon weight and distance. I do not make a profit on shipping. You are buying the material pictured.
This Commission is dated October 31, 1903 and commissions Jefferson F. Moser as a Captain in the Navy from the 10th day of August 1903. Jefferson Franklin Moser was a career officer in the United States Navy. Moser was one of the few individuals who served on active duty with the United States Armed Forced in the Civil War, the Spanish American War and WW1. In 1899, Congress passed a new navy retirement law allowing officers who were veterans of the Civil War to retire in the next higher rank. The Navy did not consider Moser’s service as a midshipman at the Naval Academy as qualifying service. After years of litigation, the United States Court of Claims ruled that Moser was eligible to retire with the rank of rear admiral. The Navy Department appealed the ruling, and the US Supreme Court decided the case in Moser’s favor. (United States v. Moser, 266 U.S. 236 (1924))
