Vintage 1930\'s - 1940\'s gold painted frame with what looks like a photograph that was painted over

Frame is approximately 25 1/2\" x 21 1/2\"
Picture is approximately 20\" x 16\"
No chips or cracks in the glass or frame. No water marks, but there are spots inside the picture. Not sure of it is on the glass or picture. Check out pictures carefully.
