Betty Boop seems verytame now, but during the 1930s Betty Boop was considered Popular anda Flirtatious Risque Cartoon. The Hays Act beganin 1934 under pressure from religious groups. It was a self-imposedset of rules to avoid government censorshipand governed American cinema until its replacement by the MPAAfilm rating systemin 1968.The HaysAct in the 1934 applied to the Betty Boop character and made herdress a little less sexy.
