This is a vintage decorative fencing foil from Toledo, Spain, the city known for its damascene metalwork. It measures about 42 inches overall. The blade has a hand-painted damascene-style finish in gold, red, green, and black, with scrollwork and leaf motifs. The cup guard is about 4.5 inches across and decorated in a starburst pattern of red, black, and green scroll panels around a blue scroll ring. The grip is wrapped in black and red cord and ends in a turned pommel, and the handle is about 7 inches long.
It's a great display piece for a den, office, or collection of Spanish and Toledo souvenirs. It's decorative only, not a functional fencing weapon, and the blade is blunt and unsharpened.
