From what I could find on the internet this appears to be a CEI (Cal Omega) panel from the 1980's. Not for sure. It does have a green metal frame around the edges. There are some light scratches with the most noticeable being on the 10 of spades. It is mirrored around the yellow strip that doesn't show very well in the pictures because of the reflection.
