I believe this is a Keuffel & Esser K&E, the style age and design looks to be Keuffel & Esser K&E but there are no longer markings on it. This is a vintage Keuffel & Esser camera tripod made in the United States. It is popular among science and medicine collectors and can add great value to their collection. It's a very good item for surveying equipment and it would be a great addition to any engineer's collection.
