Vintage Chinese Cloisonné Brass Enamel Blue Mantle Clock Winds And Ticks READ

Comes with it’s original box, I’m not really sure how to use this, I got it from the thrift store. I was able to wind both keys on the back and it clicked and now I hear the clock ticking, but I don’t see the secondhands moving. So I’m not sure if I need to press something, if it needs some sort of adjusting or fixing. So I’m selling it for parts though I’m really not sure if it’s working or broken or what, I’m just not knowledgeable enough.
