It could use a professional clean but think that some of the brown stains adds to the piece and shows its age.
I am not sure on the age, a similar sold with the same print recently and they stated it was WW2 era but I cannot confirm if true, your guess is as good as mine, the only information I received was that it was old.
The flag is in very good condition for the age and I could not see any obvious damage at all, I will run a lint roller over now as the flag picked up fibres from my rug during photographing.
