It's Australian made Sterling Silver not English ... S.S. No 391 refers to State School No. 391 known under various names as Melbourne Central / Melbourne Central Spring Street / Melbourne Spring Street / Spring-Street / Model School. M McGillivary was the Head Teacher H.T at the time. Awarded to H Levy 1st in VI Class (Grade 6) in 1896. It's largish in size 42mm in diameter & weighs 11.4 grams. In great condition, just needs a polish. Ex estate so no history is known about the item.
