I have researched this piece a bit, I believe it to be a St. Louis World's Fair Commemorative Piece. At that fair they had a large scale model of the New York Central Grand Central Terminal, and since it wasn't built yet, and since this piece is marked 1904, I believe this to be from the Fair. It is marked "J.B. 1904" on the underside, which is for "JENNINGS BROTHERS MANUFACTURING, Bridgeport, Conn."
Feels heavy and likely is leaded pewter... so don't lick it if you purchase it.
About 6" Long and about 2.75" tall.
