This is the CRKT 2813 Ryan Plan B, designed by custom knifemaker Steve Ryan. It’s a discontinued early-2000s fixed-blade/neck knife, and yours appears to be a complete new-old-stock example with:

* Factory combination edge
The 2813 uses AUS-6 stainless steel. Some online listings incorrectly identify it as AUS-8, but Blade HQ’s archived specifications and period collector information identify the steel as AUS-6
