Original 1942 WWII Piedmont, California Civilian Defense Blackout / Air Raid Alarm Ordinance
Scarce World War II home-front civil defense notice issued by the City of Piedmont, California.
Ordinance No. 102 was passed April 9, 1942, just months after the attack on Pearl Harbor, during a period of intense concern over a possible Japanese attack on the West Coast.
The ordinance details Piedmont’s wartime blackout and air-raid procedures, including:
* Air raid warning and “all clear” signals
* Mandatory blackout regulations
* Restrictions on vehicles and streetcars during an air raid
* Authority of police, firemen and certified air raid wardens
* Civil Defense emergency powers
* Penalties for violating blackout regulations
One particularly interesting section states that the ordinance was necessary because:
“The United States is at war and this city is in great and continuing danger of air and other attack by the enemy.”
Dated April 9, 1942 and signed in print by Lawrence F. Moore, President of the City Council, and Weare C. Little, City Clerk.
