1940 Public Administration Service Fire Fighters Manual Postal Card Chicago IL:
$18.95
Public Administration Service was chartered in Illinois in 1933 to sell research and consulting to city governments. By 1940 it worked out of 1313 East 60th Street on the University of Chicago's Midway. The address housed so many national government associations that the field just called it "1313." Publication No. 68 applied the same method to hiring firemen: job analysis, a recruitment program, rated fitness testing, ten reproducible forms. Departments in 1940 still filled rosters on political connection and neighborhood standing. The card went out from the Stock Yards station on a July evening — reform literature mailed from the packinghouse district, addressed to a corporate library 460 miles east.
