In 1808, Thomas Jefferson and the Cherokee Nation navigated a pivotal turning point, marked by a Cherokee delegation visiting Washington and Jefferson's formal initiation of a program to remove Native Americans west of the Mississippi.

The 1808 Washington Delegation

In early 1808, a group of Cherokee Upper Town Chiefs traveled to Washington, D.C., to meet with President Jefferson. Their core requests included:

• Division: Assistance in splitting the Cherokee Nation into two factions: the "Upper" Cherokees (who wanted to stay in the East and adopt sedentary agriculture) and the "Lower" Cherokees (who wanted to hunt and relocate to the West).
  
• Citizenship: Some Cherokee members formally solicited United States citizenship.

Jefferson's Vision and Policy

Jefferson’s approach to the Cherokee was contradictory, blending the promotion of assimilation with a desire to clear land for American settlement:

• Assimilation Over Coexistence: Jefferson encouraged the Cherokees to abandon their traditional hunting lifestyles in favor of adopting white American society’s agrarian practices. He encouraged the privatization of land and domestic trades.
  
• Westward Removal: Recognizing the pressure for territorial expansion from white settlers, Jefferson also initiated a formal, coercive program. He proposed relocating various eastern tribes, including the Cherokee, to newly acquired territories west of the Mississippi River.

Long-Term Impacts

• Cultural Shift: At Jefferson's advice, many Cherokees modified their governance. They adopted a written constitution, which paved the way for the establishment of a centralized capital at New Echota.
  
• The "Old Settlers": The 1808 separation resulted in a segment of the Cherokee population moving to Arkansas, later becoming known as the "Old Settlers," while a larger portion remained in their ancestral southeastern homelands until the 1830s Indian Removal Act.
