John Edward Porter(born June 1,1935) served 21 yearsas U.S. Congressman for the 10th district ofIllinois, where he served on theUnitedStates House Committee on Appropriationsand as chair oftheAppropriations Subcommittee on Labor, Health and Human Services,Education, and Related Agencies. Under his subcommittee’s jurisdictionwere all the health programs and agencies, includingNational Institutes ofHealth(NIH) and Centers for Disease Control and Prevention (CDC),except U.S. Food and Drug Administration (FDA) and all of the educationprograms and agencies of the federal government. During his chairmanship he ledefforts resulting in doubling funding for the NIH. He was founder andCo-Chairman of theCongressional Human RightsCaucus,a voluntary association of more than 250Members of Congress working to identify, monitor, and end human rightsviolations worldwide. He co-authored legislation creatingRadio Free Asiaand served as Chair of the GlobalLegislators Organized for a Balanced Environment (GLOBE USA). He was a partnerand now serves as Senior Advisor to the international lawfirm Hogan Lovells. Heserved as Research!America Chair Emeritus and was Vice-Chair of theFoundation for the National Institutes of Health. He is memberof theNational Academy ofMedicineand for 32 years, was a member of the Council onForeign Relations. Porter is also a member of theInter-American Dialogue.He was Chairman ofPBS,a trustee of theBrookings Institutionandserved on the boards of theRAND Corporation, theAmerican Heart Association,the PBS Foundation, and theJohn F.Kennedy Center for the Performing Arts. Among over 275 awards forhis service in Congress is the Mary Wood Lasker Award for Public Service. In2014, he was awarded thePublic Welfare MedalfromtheNational Academy ofSciences. Before his election to Congress, Porter served intheIllinois House of Representativesandprior to that as an Honor Law Graduate Attorney with theU.S. Department of Justiceinthe Kennedy Administration. He attendedMassachusettsInstitute of Technologyand is a graduate ofNorthwestern Universityand,with distinction of theUniversity of Michigan LawSchool. Porter has ten honorary degrees. The 845,00 square foot JohnEdward Porter Neuroscience Research Center on the campus of the NationalInstitutes of Health is named in his honor. It was dedicated on March 31, 2014.Porter is the 2014 recipient of the National Academy of Sciences Public WelfareMedal, the Academy’s highest honor.
