Albert Conrad Ullman(March9, 1914 – October 11, 1986) was an American politician in theDemocratic PartywhorepresentedOregon's 2ndcongressional districtin theUnitedStates House of Representativesfrom 1957 to 1981. One of themost influential Oregonians ever to be elected to Congress, along withSenatorWayne Morse, Ullmanpresided over the powerfulHouseCommittee on Ways and Meansduring a period of time in which hewas deeply involved in shaping national policy on issues relating totaxation, budget reform, federalentitlement programs,international trade, andenergy. Ullman was born inGreat Falls, Montana, andraised inSnohomish, Washington,where his father was a farmer and carpenter. All four of his grandparentswereGermanimmigrants.In 1935, he graduated fromWhitman CollegeinWalla Walla, Washington(wherehe playedfootballas a runningend) with a degree inpolitical science. After teachingAmerican historyand government at Port Angeles HighSchool inWashingtonfor twoyears, Ullman earned amaster's degreeinpublic lawfromColumbia Universityin1939. Later, from 1942 to 1945, he served as a communications officer withtheUnited States NavyintheSouth PacificduringWorld War II. After the war, Ullman settled inBaker, Oregon(now known as Baker City) where, havingtaught himself how to design and build houses, he worked as a builder and realestate developer in the early 1950s.
