looks like ancient china porcelain shard possibly hand painted. Box.
The box looks like silver but there is no hallmarks so it probably is not.
Inspect photos for condition the box shows signs use and wear. There is a minor bend in the metal but if you know what you are doing it’s an easy fix. I’ve included close up pictures of it and you can’t barely notice.
